A size 23 shoe is a size 23 shoe. In some countries and regions, it's not very easy to find; in others, it's the standard for kids around the same age. For example, a typical size for American children is 8 months old. The length of a size 23 shoe is 96mm.

A size 24 shoe falls between the sizes 10-12 in American sizing, while a 25 falls between 12-1 US sizing and finally 26 falls between 1-2 US sizing. There is no such thing as a 27 or 28 in any country or region even if these numbers are often referenced as metric conversions to U.S sizes (a 27 = 28 = 29).

In Japan, a 27 is just as big as a 31. In South Korea, a 32 would be considered the "average" size, while a 30 would be considered the super k-popita size and an 11 would be considered the "unfit for human consumption" size.

An average shoe size there is usually somewhere between 7 to 10 (the shoes can become larger than those in Japan because some shoe manufacturers have experimented with wider sizes yet still fit into the Japanese mainstream).

In Taiwan, their standard shoe size is 14.1cm in length (or U.S. Men's 10) and 12.5 cm in width (or U.S. Women's 6). In Hong Kong, a size 8 measures between 43 and 47cm in length.

In India, a size 6 is the standard for young children although the shoe's length is measured from the ball of the foot to outside the ankle. A size 7 would be an average adult shoe size. Coupled with dressing affects, an adult can be more well-endowed than an average child (size 9/10 in length and 5/6 in width) due to dramatic difference in limb lengths.

The length of a size 8 shoe is sometimes referenced as 75mm (5 1/2 inches) while that of a 12 is 92mm (7 inches).

The most common shoe sizes in Europe are 36 (equivalent to a US 5 1/2) and 37 (6). Shoe size is often converted in Europe to US numbers, with the most common conversion being 38 (US 7), 39 (US 8) and 40 (US 9).

The original British shoe sizes were quoted by two different systems. The first was a system used by many British magazine publishers, which were based on the UK size of 4.5, 5.5 and 6.5, with 4 being equivalent to the current US size of 6. To convert using this system, add 0.5 and divide by 10, or add 0.5 and then multiply by 2.

The second system was based on the inches and feet of European men's shoes. This was a little more straightforward but had one flaw in that the conversion varied depending on whether you were converting from the UK or to it from American sizing; so a size 5 shoe from England would be equivalent (or very close in size) to either a 4 or a 6 USA. Later, the U.S.-based mail-order catalogs like Sears and Roebuck used this system when listing English products for sale in America, making it even more confusing.
